A military commander of the mid-Heian period, from Shimotsuke Province. Renowed for his military might, he appears in narratives as the character Tawara no Tōda. He was considered a danger to the court, but was promoted to shogun after he suppressed Taira no Masakado's revolt. He became the head of his family and made it a warrior clan that could rival the Minamoto and the Taira. Many powerful samurai clans descended from his line. Legends say that in Ōmi he was asked by the daughter of the dragon god the exterminate a giant centipede, In Shimotsuke he fought a giant monster called Todomeki that had a hundred eyes, hair as sharp as swords, and spewed flames and poison gas.
